MONTHLY BOARD MEETING – May 13, 2026

Chair Jon LeBlanc called the Board of Supervisors meeting to order at 5:00 p.m.; present were Barb Czarnecki, Kyle Cummings, Cindy Neurohr and Patty Swaffield.

MOTION: Moved by Czarnecki; 2nd by Cummings to approve the AGENDA as presented; all in favor on a 3-0 vote; motion carried

MOTION: Moved by Cummings; 2nd by Czarnecki to approve the APRIL 8, 2026 MONTHLY BOARD MEETING MINUTES;  all in favor on a 3-0 motion; motion carried.

MOTION: Moved by Cummings; 2nd by Czarnecki to approve the APRIL 21, 2026 SPECIAL MEETING MINUTES; all in favor on a 3-0 vote; motion carried.

Treasurer’s report was reviewed; no changes were heard; Treasurers report accepted as presented.

MOTION: Moved by Czarnecki; 2nd by Cummings to APPROVE PAYMENT OF DISBURSEMENTS AND PAYROLL for the period of  04/09/2026 to 05/13/2026; all in favor on a 3-0 vote; motion carried.

GUEST SPEAKERS:

Jay Kozlowski, Sawyer County Zoning Administrator, was present to explain the time frame of sending out LUP & CUP’s to the Municipalities.  We asked if they could be sent out earlier.  It was agreed that he would send out the “shell” of these applications as early as they get them with the understanding that the Staff Report that includes the project request, the project history and other conditions will not be available until closer to the County Zoning Meeting. He also recommended to set a specific Town Comprehensive Planning Commission Board meeting.

Chris Klein, IT Administrator for the Town of Hunter, talked about transitioning into a .gov email address and how important it is for security purposes.  He is available to do that work for us and  explained the cost to do so.

ZONING:

Sawyer County Zoning sent an Approval Application for a AFTER THE FACT LUP application for Audrye Miller & James Haines.  They built a cabin at 8964 N Conner Lane without a building permit.  This was discovered after comparing the 2020 to 2025 Imagery in the NOVUS system.

MOTION: Moved by Cummings; 2nd by Czarnecki to approve the after the fact Application for Audrey Miller & James Haines at 8964 N Conner Lane; all in favor on a 3-0 vote; motioned carried.

 OLD BUSINESS:
The Clerk updated everyone on the WATERWAY MARKERS FOR MIKE & ANN ALBERT.  The DNR stated they would approve the application along with our Ordinance No. 2026-03 after the 60 day waiting period.  However, the DNR stated one of the following must occur prior to approving anymore applications and Ordinances:

  1. All Municipalities having jurisdiction over the lake have enacted an identical ordinance.
  2. At least 50% of the Municipalities having jurisdiction over the lake have enacted an identical ordinance and at least 60% of the footage of shoreline of the lake is within the boundaries of these Municipalities.

The DNR is giving us until 2028 to complete these Ordinances.

The Board has been working on updating our JUNK ORDINANCE.  Jay said the County has an Ordnance against junk vehicles and salvage yards.  What they do not have is one for other general junk and refuse such as boats, trailers, lawn mowers, refrigerators etc.  He suggested we work on our Public Nuisance Ordinance.

SAWYER COUNTY ZONING PROPOSALS:
The Comprehensive Planning Board met on May 4, 2026 to discuss three SAWYER COUNTY ZONING PROPOSALS and made motions to deny all.  The Town of Hunter Board approved all three as follows: 

  1. MOTION: Moved by Czarnecki; 2nd by Cummings to support the Proposal for APARTMENTS IN C-1 ZONE DISTRICT; all in favor on a 3-0 vote, motion carried.
  1. MOTION: Moved by Cummings; 2nd by Czarnecki to accept the Proposal for DATA CENTERS IN SAWYER COUNTY I-1 ZONE DISTRICT; all in favor on a 3-0 vote, motion carried
  1. MOTION: Moved by Czarnecki; 2nd by Cummings to accept the Ordinance for SOLAR ENERGY SYSTEMS IN SAWYER COUNTY; all in favor on a 3-0 vote; motion carried.

SHIPPING CONTAINERS:
Jay says the County already has an Ordinance for Shipping Containers, but we should come up with our own guidelines, which are as follows:

  1. Size not greater than 8’ x 40’
  2. Set back no closer to public road or easement than the dwelling
  3. Limit one per residential lot of 5 acres or less
  4. No human or animal habitation

NEW BUSINESS:

Four COMPREHENSIVE PLANNING BOARD MEMBERS are up for renewal.
MOTION: Moved by LeBlanc; 2nd by Cummings to renew terms for the following:
Cheryl Treland, 3 years; Doug Kurtzweil, 3 years; Laura Rusk, 1 year; Nita Kemp, 1 year; all in favor on a 3-0 vote; motion carried.

The ROAD TOUR DATE was set for June 12, 2026 at 8:00 a.m.

The Clerk said she is working with Jason Weaver to establish a MEMORANDUM OF UNDERSTANDING  with LCO to cost share road work that goes Tribal land.
