MONTHLY BOARD MEETING – April 8, 2026

Chair Jon LeBlanc called the Board of Supervisors meeting to order at 5:00 p.m.; present were Barb Czarnecki, Kyle Cummings, Cindy Neurohr and Patty Swaffield.

MOTION: Moved by Czarnecki; 2nd by Cummings to approve the AGENDA as presented; all in favor on a 3-0 vote; motion carried

MOTION: Moved by Cummings; 2nd by Czarnecki to approve the MARCH 11, 2026 MONTHLY BOARD MEETING MINUTES with the correction of the date to March 11;  all in favor on a 3-0 motion; motion carried.

Treasurer’s report was reviewed; no changes were heard; Treasurers report accepted as presented.

MOTION: Moved by Cummings; 2nd by Czarnecki to APPROVE PAYMENT OF DISBURSEMENTS AND PAYROLL for the period of  03/12/2026 to 04/08/2026; all in favor on a 3-0 vote; motion carried.

ANNUAL MEETING DATE
The Annual meeting was originally scheduled for April 15, but per Wis. Stat. §60-11(2)(a), the meeting must be no earlier than the 3rd Tuesday of April.  So, Jon announced that this years Annual Town Meeting will be held Tuesday, April 21, 2026.

ZONING:
Sawyer County Zoning sent 2 proposed Ordinance amendments and one new Ordinance.  These zoning changes were not sent until March 26, so the Town of Hunter Comprehensive Planning Commission recommended tabling all 3 Ordinances to give all members time for more research.
 
MOTION: Moved by LeBlanc; 2nd by Czarnecki to table the PROPOSED SAWYER COUNTY AMENDMENT FOR APARTMENT(S) IN COMMERCIAL-ONE ZONE DISTRICT; all in favor on a 3-0 vote; motion carried.

 
MOTION: Moved by Czarnecki; 2nd by Cummings to table the discussion on the PROPOSED SAWYER COUNTY AMENDMENT FOR ‘DATA CENTERS’ IN INDUSTRIAL-ONE ZONE DISTRICT; all in favor on a 3-0 vote; motion carried.

MOTION: Moved by Cummings; 2nd by LeBlanc to table the PROPOSED SAWYER COUNTY SOLAR ENERGY SYSTEM ORDINANCE; all in favor on a 3-0 vote; motion carried.

OLD BUSINESS:

Kyle reached out to Jay Kozlowski with questions on creating a SHIPPING CONTAINER ORDINANCE.  Jay did send some guidelines for us to follow.  The Board will come up with an Ordinance at a later date.

NEW BUSINESS:
MOTION:  Moved by LeBlanc; 2nd by Cummings to approve RESOLUTION NO. 2026-01 SEASONAL WEIGHT LIMITATIONS; all in favor on a 3-0 vote; motion carried.
This Resolution states that we will follow Sawyer County Highway road ban dates.

MOTION: Moved by Czarnecki; 2nd Cummings to approve RESOLUTION NO. 2026-02 SUPPORTING A COMPREHENSIVE AND SUSTAINABLE TRANSPORTATION FUNDING SOLUTION; all in favor on a 3-0 vote; motion carried.
This Resolution was suggested by the Wisconsin Towns Association.

ORDINANCE NO. 2026-01 JUNK VEHICLES was tabled until the Board can gather more information.

MOTION: Moved by Cummings; 2nd by Czarnecki to approve ORDINNACE NO. 2026-02 APPOINT ALTERNATE MEMBERS FOR BOARD OF REVIEW; all in favor on a 3-0 vote; motion carried.
The Alternate members will be Linda Treland and Laura Rusk.

MOTION; Moved by Cummings; 2nd by LeBlanc to RESCIND ORDINANCE NO 2024-02
APPOINT ALTERNATE MEMBERS FOR BOARD OF REVIEW; all in favor on a 3-0 vote; motion carried.

BUOY PLACEMENT
Mike and Ann Albert sent a request to place 2 Slow-no-wake buoys at the channel in front of there house located in a narrow channel on the far southeastern part of Chief Lake of the Chippewa Flowage.
Per the DNR, the first step is to create a draft ordinance with the GPS Coordinates, maps and a condition report then send it to them.
They have 20 days to respond and if approved it takes a total of 60 days until the end of the process.

MOTION: Moved by LeBlanc; 2nd by Cummings to approve DRAFT ORDINANCE NO. 2026-03 BOATING AND SLOW-NO-WAKE AREAS; all in favor on a 3-0 vote; motion carried.
