MONTHLY BOARD MEETING – March 13, 2024

Chair Laura Rusk called the Board of Supervisors meeting to order at 5:00 p.m.; present were Laura Rusk, Mark Phillips, Dennis Clagett, Patty Swaffield & Cindy Gutsch.

The February 14, 2024 Monthly Board Meeting was reviewed: no changes were heard; minutes approved.

Treasures report was reviewed; no changes were heard; Treasurers report approved.

ROAD REPORT:  Gary plowed and sanded roads for the second time all winter; started culvert inventory; worked around the shop; helped clerk organize records retention boxes.

ZONING
Sawyer County submitted a proposed Ordinance Amendment for Multi-Dwelling Development.  The amendment is for Ordinance Sections 2.0, 8.2, 17.0, 3.4, 5.1 & 16.0.

MOTION: Moved by Clagett; 2nd by Phillips to deny the Sawyer County proposed Zoning Ordinance in reference to Multi-Dwelling Development; all in favor; motion carried.

 NEW BUSINESS

MOTION: Moved by Phillips; 2nd by Rusk to approve RESOLUTION NO. 2024-01 AUTHORIZING SIGNATURES FOR DISBURSEMENT; all in favor; motion carried.
(Resolution was approved to add Mark Phillips as authorized signer)

MOTION: Moved by Rusk; 2nd by Clagett to rescind RESOLUTION NO. 2022-03 AUTHORIZING SIGNATURES FOR DISBURSEMENT.
 
MOTION: Moved by Rusk; 2nd Clagett to amend the MUNICIPAL EMERGENCY OPERATIONS PLAN to replace Jim Dier with Mark Phillips as a contact; all in favor; motion carried.

The Clerk has on file the Fire Contracts from Round Lake and the Couderay Volunteer Fire Department.
MOTION: Moved by Clagett; 2nd by Phillips to approve the Town of Round Lake FIRE CONTRACT for the period of April 1, 2024 to March 31, 2025 in the amount of $14,000.00; all in favor; motion carried.

MOTION: Moved by Rusk; 2nd by Clagett to approve the Couderay Volunteer Fire Department FIRE CONTRACT for the period of April 1, 2024 to March 31, 2025 in the amount of $5,0000; all in favor; motion carried.

Sawyer County Highway Department sent a HIGHWAY SERVICE AGREEMENT that will allow the County to provide maintenance and construction services to the Town of Hutner.
MOTION: Moved by Rusk; 2nd by Phillips to accept the Highway Service Agreement; all in favor; motion carried.

The TORNADO SIREN outside the garage has not worked for quite some time.  General Communications representative, Aaron Jenneman, sent a proposal for the cost to replace the electrical box in the amount of $3,805.14.  Since the siren is not heard for more than 5 miles, the Board decided not to replace the box.

The Board talked about the SHRED-IT QUOTE and decided to check on an alternate way of getting rid of the discarded records.

MOTION: Moved by Clagett; 2nd by Phillips to APPROVE PAYMENT OF DISBURSEMENTS AND PAYROLL for the period of 01/11/2024 to 02/14/2024 and the period of 02/15/2024 to 03/13/2024; all in favor; motion carried.
01/11/2024 – 02/14/2024 total expenditure is $1,278,751.77
02/15/2024 – 03/13/2024 total expenditure is $26,389.62

The Chair ended the meeting at 6:15 p.m.
