MONTHLY BOARD MEETING – May 10, 2023

Chair Laura Rusk called the Board of Supervisors meeting to order at 5:00 p.m.; present were Laura Rusk, Jim Dier, Dennis Clagett, Cindy Gutsch & Patty Swaffield.

The April 19, 2023 Monthly Board Meeting minutes were reviewed; no changes were heard; minutes approved.

Treasures report was reviewed; no changes were heard; Treasurers report approved.

ROAD REPORT:   Gary was keeping an eye on all high-water areas; broke open 2 beaver dams and unplugged one culvert; took down all weight limit signs; hauled gravel to Hemlock Haven Road for culvert addition to the one that was washed out; started blowing sand off roads and chipping trees from last year’s ice storm.

MOTION: Moved by Clagett; 2nd by Dier to move the discussion of opening up ATV Routes ahead of other business; all in favor; motion carried.

NEW BUSINESS:
The ATV/UTV Alliance is requesting the Towns approval to open up County Road B from Jenks Bait to Forest Road 319, and County Road S from County Road B North to the Round Lake Town line for the purpose of ATV/UTV USE. The area from Jenks to County Road CC is in the Town of Round Lake, so we have no jurisdiction over that section. Cathy LaReau and Cheryl Treland spoke on behalf of the request. The question was raised on the reason for opening County S and Cathy stated that no ATV trails are open in the winter months and this would allow ATV traffic access to the Moose Lake area.

MOTION: Moved by Clagett; 2nd by Dier to table the decision on opening the requested routes until the next meeting until the Board has time to do its due diligence and review the information that was provided by the Alliance; all in favor; motion carried.

ZONING:
Sawyer County Zoning sent a PROPOSED ORDINANCE AMENDMENT FOR MULTI-DWELLING DEVELOPMENT which would allow two of more dwelling units on one lot.  It would also allow more than two dwelling units on one lot for rental to the public.

MOTION: Moved by Clagett; 2nd Dier to deny the proposal of the Sawyer County Zoning Ordinance Multi-Dwelling Development as recommended by the Town of Hunter Planning Commission by a vote of 4 to 0 and one abstain; all in favor; motion carried.

MOTION: Moved by Dier; 2nd by Clagett to approve the COUDERAY VOLUNTEER FIRE DEPT. FIRE CONTRACT for the period of April 1, 2023 to March 31, 2024 in the amount of $5,000; all in favor motion carried.

MOTION: Moved by Dier; 2nd by Clagett to approve the ROUND LAKE FIRE DEPT. FIRE CONTRACT for the period of April 1, 2023 to March 31, 2024 in the amount of $10,000; all in favor motion carried.

MOTION: Moved by Clagett; 2nd by Dier to RESCIND ORDINANCE NO. 2015-01 ALLOW ALTERNATE FORMS OF SWORN TESTIMONY for BOR Hearings; all in favor; motion carried.  This ordinance is now a BOR policy.

MOTION: Moved by Clagett; 2nd by Dier to RESCIND ORDINANCE NO. 2000-02 CONFIDENTIALITY OF INCOME & EXPNESES FOR ASSESSMENT PURPOSES; all in favor; motion carried.

MOTION: Moved by Clagett; 2nd by Dier to adopt ORDINANCE NO. 2023-02 CONFIDENTIALITY OF INFORMAITON ABOUT INCOME & EXPENSE REQUSTED BY THE ASSESSOR IN PROPERTY ASSESSMENT MATTERS; all in favor; motion carried.

MOTION: Moved by Clagett; 2nd Dier to APPROVE PAYMENT OF DISBURSEMENTS AND PAYROLL for checks #17752 to #17769, electronic payments and account transfers from 04/20/2023 to 05/10/2023 for a total expenditure of $14,703.00; all in favor; motion carried.
